The Turkish club's sporting director Cenk Ergun is quoted as saying the Istanbul giants have made an approach for the former Everton man and are already in talks with him.
Fellaini, 29, has been less than popular with United fans since David Moyes brought him in from his former club in 2013.
Jose Mourinho oversaw a modest renaissance for the big Belgian last season and is believed to value his contribution.
But, with the Portuguese poised to add another midfielder - he has been linked with Tottenham's Eric Dier, Chelsea's Nemanja Matic and and latterly Anderlecht man Leander Dendoncker - Fellaini could find himself further down the pecking order at Old Trafford.
Ergun told Turkish outlet Ajansspor : “Fellaini will leave Manchester United and he is now in our radar.
