The Brazilian will then be unveiled in Paris after signing for the astronomical figure.
According to Sportsmail Spanish football expert PETE JENSON, the answers to the big questions concerning Neymar's transfer are not far fetched, as it is termed the biggest transfer of all time...
So is it really happening? Is he really going to leave? It wasn’t just a ruse to get more money out of Barcelona?
Barcelona directors now say privately there is ‘no chance’ he’ll stay. So yes, it’s happening.
When will it happen?
Neymar is in China on Monday. His flight back to Europe is routed through Qatar where it seems he is going to stop off for a quick medical and then on to Paris for a signing maybe on Wednesday.
Neymar is set to travel to Qatar for a medical with the owners of Paris Saint-Germain as his world-record transfer from Barcelona nears its dramatic conclusion.
The world record fee of £89m is set to be more than doubled to £196m when the extraordinary deal is done as the Middle Eastern owners of PSG demonstrate their astonishing financial might.
After initial rumblings of discontent emerged from the Nou Camp, the saga exploded into life last week in a training ground fight involving Neymar.
Didn’t Barcelona say he was ‘200 per cent’ staying?
They knew he had been flirting with the competition again. But they didn’t believe any club could pay the €222m buy-out clause.
How are PSG finding that money?
They are owned and financed by Qatar Investment Authority so how they find the money is not difficult. What is important is that they get the deal past UEFA’s Financial Fair Play regulations.
And how will they do that?
There is a suggestion – emanating from Brazil last weekend – that while he is in Qatar Neymar will sign a €300m (£265m) commercial deal to promote the 2022 World Cup.
This would give him the money to pay his own buy-out clause and UEFA would then not be able to accuse PSG of breaking FFP rules because it would have been Neymar who paid his clause.
Do we believe that?
UEFA are not stupid. If they see a strong link between any Qatar entity sponsoring Neymar or PSG, and the Qatar Investment Authority that owns PSG they could say: 'this is the club’s money', and hammer them for overspending.
PSG were penalised before In 2013 when they announced a new deal with Qatar Tourism Authority for £167m and UEFA declined to accept it in their FFP calculations.
Before we talk about who the ‘new Neymar’ will be is there another way of paying the money without breaking FFP rules?
They could sell €100m worth of players. That would help balance the books. They could also persuade Barcelona to make this deal like an orthodox transfer. So instead of having to deposit €222m all on the same day, they could pay in stages.
They are willing to sweeten the deal by adding a player – possibly Angel Di Maria – but so far Barca are not interested.
And finally…
Eden Hazard has been mentioned in the last 24 hours. At this point he’s being discussed in the media and not in the Barcelona boardroom, but that could change if public opinion got behind him.
He is an outside bet at the moment.
Okay so just one more question: Why is Neymar leaving again? Why does he want to play in Ligue 1 and turn his back on running out in-front of 100,000 people in a Nou Camp Clasico?
At PSG he will be the undisputed No 1. He will have huge influence over signings, who the coach is going forward, and when he tells the directors to jump they will say: how high do you want your next pay hike to be?
There will also be signing on bonus for his dad/agent every time he renews. Yes, the French league can’t match La Liga or the Premier League but it will be fun for a couple of years – they will probably have it won by March and will be able to concentrate on winning their first-ever Champions League while Neymar will be eyeing a first Ballon d'Or.
Don’t rule out him getting bored in two or three years, however. Then the Premier League will come calling and this time he’ll accept the challenge.
